Rob Ford and friends


Oh that's so unfair of me -it's a couple of years old. Ok, here they are again after another fishing trip last year.



But it was this pic of Steve showing up to do a Toronto subway funding presser with Ford last month that had me convinced the Ford crack video was gone forever. Well, that and the fact people in and around that vid were getting shot and arrested or beaten up with pipes.

Why would Steve risk being associated with him?


The Star Today : Police have the video that appears to show mayor smoking crack, Blair says

“I have no reason to resign,” Ford says. Ford friend Alexander Sandro Lisi charged with extortion related to the video, police chief says

"It's safe to say the mayor does appear in the video,” Blair told reporters.
Blair said he has seen the video. His reaction? “As a citizen of the city, I am disappointed.”
In the 44 days, Lisi and Ford had 349 “points of telephone contact,” the documents said.   
Ford helped Lisi escape police surveillance at least once, letting his friend sneak into City Hall’s underground employee parking lot, according to allegations in the police’s ITO.  On Wednesday, July 24, a detective sergeant with the force’s mobile support unit followed Lisi as he weaved his way through side streets near the Westway.  Lisi “was followed to the downtown core where he began to circle the area of Bay Street and Queen Street West, executing U-turns on several occasions,” the police said.  Lisi eventually dipped into the underground lot at City Hall.   Ford, waiting at the entrance, “swiped him into the controlled access area,” the police said. 
Earlier versions of the story said police obtained the vid from deleted files on a hard drive obtained in their Dixon Road sweep back in June. Recent versions now say Oct. 29.

Sun News, whose coverage of the Ford crack vid has run mostly to complaining that the Star has it in for Ford and how any idiot could have faked the vid, was still running with that slant up til an hour ago when they suddenly broke off mid rant about the media and went with :

free of charge at select downtown locations.
The Star broke the original story and the Sun excoriated them for it week after week. Now the Sun are trying to horn in on their revenue from it.

Harper's Parade of Perps with Perks #7


Welcome, Con chief counsel Arthur Hamilton, to Perps with Perks for your part in the Senate scandal - Wrighting a cheque to Mike Duffy's lawyer -  "CON FUNDS $13,560" while Duffy was under investigation to pay off his legal bills and shut him up so as not to arouse the Wrath of Cons.
"Cheque(s)" actually because we haven't yet seen the other Hamilton cheque stub Duffy mentioned last week, along with all the other paperwork the PMO assured CBC doesn't exist.

About that CON FUND mentioned on Hamilton's cheque - flashback to 2011 re the Cons' in-and-out scheme when Hamilton was counsel for that too.
"There were six people in charge of the Conservative Fund. Four are now charged. Nigel Wright is the fifth, and while two of them were rewarded with plush Senate seats, he's the chief of staff to the Prime Minister."
Previously, Hamilton is best known to us for ignoring Elections Canada entreaties to look into Con election fraud events perped in the days just prior to the last election, taking months to set up interviews with witnesses in Elections Canada's Guelph robocall investigation, and pre-empting the witnesses' lawyers when they finally got underway under his supervision.
To quote federal court judge Richard Mosley in the legal challenge alleging widespread voter suppression in the last federal election, the Cons, represented by Hamilton, "engaged in trench warfare in an effort to prevent this case from coming to a hearing on the merits."

Yesterday we heard Steve on the radio saying he'd "dismissed" Nigel Wright. 
What a long ways we've come from the Con story in May when "good Samaritan" Wright was only trying to protect taxpayers by writing a cheque for his good ole buddy Duffy. Steve was "very clear" he knew nothing at all about it and "immediately made this information public" after CTV had already reported it. Heh. 
Steve then "accepted Wright's resignation with regret".
Now Steve says he fired Wright and "a few" people in the PMO were in the know - 13 according to Robert Fife. 

So it seems the Con Party chief counsel Arthur Hamilton was in on it from the very beginning, unless of course Hamilton had no idea why he was writing the cheque to Duffy out of the Con Fund.
Maybe, like Steve, no one ever tells him anything either.

Mon evening update : Thinking about Steve's recent indignant law and order rhetoric re Duffy - presumably for the benefit of his base prior to their annual national convention next week. The delicious irony here is now he has to explain to them why their party donations were used to pay off the legal bills Duffy incurred due to PMO-directed Senate investigations against him.

Senate scandal : questions and more questions

According to Duffy, the PMO blackmailed him into taking a bribe to save his own skin and that of the Cons from the wrath of their base.

It seems no amount of $90K carrots or Senate expulsion sticks were spared to shut down that Duffy Deloitte senate audit. Where was it going that was ultimately worth the risk of what's coming out now- the PMO conferring an illegal under-the-table bribe on a sitting senator and then trying to cover it up?

When CBC applied for access to docs and emails re the Wright/Duffy payoff, there were apparently none to be had. None. Yet Duffy seems to have his end of that same correspondence. If those emails had in any way corroborated Steve's story that he had nothing to do with Wright writing Duffy a cheque, do you think for one moment they wouldn't have been pasted up at Sun News already?

On Tuesday Duffy's lawyer waved around a few of the "mountain" of those supposedly non-existant emails and read out excerpts, calling them "the tip of the iceberg" . He claimed the emails were "germaine" to Steve's involvement but would not release them, saying they would come out in the event Duffy was hauled into court. Was that a threat?

Because when Duffy told his side of the story yesterday, it stopped just shy of definitively placing Steve in the cheque-writing loop. Was there a quiet conversation after Duffy's lawyer's statement but before Duffy's that resulted in Duffy holding back on what his lawyer alluded to the day before? 

Steve looked pretty confident in QP yesterday, restricting his answers to twenty Duffy questions by extolling his own personal ethical rectitude for dumping Duffy. 
Duffy had said the day before that Steve's senior aide Ray Novak and Senator LeBreton called him in May and ordered him to resign.  Mulcair questioned Novak's involvement and Steve denied it, based on Wright not having named Novak as one of the 3 PMO staffers who knew about the cheque.  But unfortunately for Steve, Pamela Wallin had elected to wait till after QP to give her statement in the Senate in which she too said Novak and LeBreton called her in May demanding she resign. 
Will Steve's recently promoted personal friend Novak be next to go under the Con bus?

And lastly, remember for a few days after May 14 when the Con story was that Nigel Wright was just helping out his dear 'friend' Duffy and selflessly taking a personal financial hit for the benefit of Canadian taxpayers?  Then Nigel Wright resigned, saying Duffy was not his friend and exonerating Steve of any knowledge of the $90,000 cheque on his way out the door. Mr. Wright, who will presumably be returning to the fold at Onex after his investigation by the RCMP, pretty much owns Steve now, doesn't he?

Two tales of RCMP Excessive Response Teams


What was the point of this exactly? 

Sending in snipers in camo with dogs to crawl through the grass towards a group of unarmed people blockading a road because they fear the wholly-owned Canadian subsidiary of a Houston, Texas exploration company is setting up to frack their land. 

Oddly enough, Canadian law supports the rights of the foreign company to frack over those of the people attempting to protect their community from it. 

Hence the blockade protest, ongoing since Sept 30 when Elsipogtog First Nation Chief Aaron Sock issued the company an eviction notice not recognized by our courts and government


Yesterday, three days after the UN Special Rapporteur on the rights of indigenous peoples called conditions facing First Nations in Canada "a crisis" and the same day our PM also left the country, hundreds of RCMP moved in to enforce the rights of the fracking company.    40 people including the chief were arrested for refusing to abide by the court injunction to leave and the media was presumably pleased with their pictures of burning cop cars after the situation blew up.

In France, fracking has been banned since 2011 - despite legal challenges from corps - due to its potential for contamination of groundwater and causing earthquakes.
In BC, 85% of our 8,000 natural gas wells are fracked with another 40,000 on the way.

Another Excessive Response Team story from rural BC.

Here's a guy from the RCMP Emergency Response Team with his M-16 exactly as he looked when he and three others set out to arrest war veteran and PTSD sufferer Greg Matters for assault in Sept 2012 after Matters and his brother got into a family fight the day before. 

Matters was unarmed and surrendering to them when he was spooked by the ERT helicopter sent in from Kamloops full of more officers circling closely overhead and tried to run away. When a faulty taser failed to work on him, he was shot twice in the back with an M-16 and died. 

The Independent Investigations Office which had cleared the officers of "having committed a criminal offence" in April stated Matters was shot "in the chest" but last week a forensic pathologist testified at the coroners inquest he was "shot twice in the back". He either was or was not wielding a hatchet at them according to officers' testimony.

The ECT also assaulted and arrested Matters' mother and had no warrant so the BC Civil Liberties Assoc. has lodged a complaint with the Commission for Public Complaints against the RCMP.

How did anyone with an ounce of sense think a stressed out guy the police knew had PTSD from having been physically attacked by superiors in Bosnia would react to four guys dressed like this showing up on his property accompanied by a helicopter?  

The Elsipogtog First Nation are in negotiations with the fracking company and local government officials; Greg Matters had a number of people he trusted to bring him in for questioning over what was a family dispute .
Yet somehow they both wound up dealing with RCMP escalating excessive response teams advancing on them through the grass with sniper rifles. 

There's something very wrong with this picture.

Happy Shut-the-Fuck-Up-13 Day


At his last Con caucus meeting and presser five months ago, Harper so disliked the grilling he got from media about Nigel Wright's cheque to Senator Mike Duffy and what Steve knew about it - see above - that today he decided to allow only cameras into his pre-throne speech caucus meeting without the accompanying annoying reporters.

The press gallery rebelled, responding that if reporters weren't to be allowed in, then cameras and photographers wouldn't attend either.
No one was surprised when Sun Media broke ranks and bravely stepped into the breach with a:

"Our Sun News cameras were allowed in. You will not see that video anywhere else."


But no worries, Steve sent out the whole speech at 140 characters a pop from the safety of twitter so as not to be entirely left out of Speech from the Throne Day, now affectionately known on twitter as # STFU13 or Shut the Fuck Up Day 

Dear Governor General David Johnston :
After you give Harper's speech, don't forget to wash your hands afterwards and put the seat back down.

Fast-tracking fucking over Canadian workers


Fort McMurray Today reports that 270 unionized welders and pipefitters contracted to the Husky Sunrise tarsands project were laid off and replaced by cheaper temporary foreign workers from Mexico, Ireland, Portugal and Italy.

Husky says their work was over but a commenter under another article who was a worker on the site disputes this :
"The work contracted to Black and McDonald was no where near complete. We had to conduct a handover to Saipem (a mostly Italian workforce), detailing to them where we had stopped work so that they may continue. In the final week, Saipem foreign workers were actually in the facility working side by side with us; a very uncomfortable situation for those of us about to be laid off."
Six months ago, we learned that employees of Royal Bank - and all the other banks - were being forced to train and work alongside the outsourced foreign temporary workers who were to replace them at their jobs, while HD Mining, a BC mining company based in China, imported 201 Chinese workers after their ad to hire Mandarin-speaking miners in BC failed to turn up any candidates. ***

CitImm Min Jason Kenney promised a fix, the Accelerated Labour Market Opinion process was temporarily cancelled, and Kellie Leitch, then parlsec for Diane Finley of Human Resources, did such a bang-up job on Power and Politics saying they'd already fixed this  - repeating talking points about Canadian jobs for Canadian workers five times in as many minutes - that Steve made her Minister of Labour.

Employment Minister Jason Kenney says the government could soon resurrect a fast-track scheme that allows companies to bring temporary foreign workers to Canada more quickly.  
"highpaying, high-skill jobs, not fast-food franchises in booming Alberta that need foreigners to peddle burgers and doughnuts to oil workers.
Of course not everyone has to apply for a ALMO first :
For example, the federal government has an agreement with Alberta to exempt welders, heavy-duty mechanics and iron workers from the process due to a shortage of skilled workers in those fields.
A point I'm sure was not much comfort to the the welders and pipefitters at Husky Sunrise who were laid off this past Labour Day.


So what changed in the intervening six months?

Nothing. Kenney is right on schedule.

 "To be sure, the halt in outsourcing is expected to be temporary, with experts and IT service providers expecting outsourcing projects to resume after six to eight months. 
CGI Group signed $12 billion in outsourcing contracts with various Canadian corporations, and IBM - $7 billion.
" 'After the RBC controversy, companies are waiting for things to die down. Banks are slowing down projects—they are keeping a low profile, while the tension over offshoring jobs blows over," said an executive from an outsourcing advisory firm who requested anonymity.'  "
And how is iGATE, the company that kicked off the Royal Bank controversy, faring ? 
"Strong Second Quarter Results; Profits Up 136% " and they're planning on opening a new centre in Halifax.


*** Meanwhile the BC Liberals' love affair with HD Miningthe Mandarin-only-speaking Chinese mining company in BC, continues unabated.
Jody Shimkus, former BC assistant deputy minister of mining and "the main point person for the Chinese mining companies in B.C.",  left her government job in January 2012 to join HD Mining. 

Blair Lekstrom, former BC Minister of Energy, Mines, and Petroleum Resources, joined her there two months ago.

Michael Byers makes a good case that Canada's military procurement is like a Monty Python movie, akin to "a knight riding a make-believe horse while knocking two coconuts together."

Also rather like the dead parrot sketch but he missed the most obvious Python Holy Grail allusion of all  - that DND is building CSEC a massive new $1B home they've nicknamed Camelot.

The War on Science by Chris Turner


The War on Science author Chris Turner interviewed in The Georgia Straight :

“More than anything, it was when you put all the pieces together, how vivid a picture emerges of a very clear and very malicious agenda,” Turner says in a telephone interview from Calgary. “It is to facilitate rapid resource extraction by dismantling an entire century’s worth of environmental regulations, environmental monitoring, and basic science. I was amazed by the extent of it and how deliberate it is.”
"Harper and his administration have used three methods to diminish environmental stewardship, Turner explains. They’ve reduced the government’s capacity to gather data, and they’ve downsized or eliminated offices that monitor and analyze scientific information. They’ve also seized control of the channels through which science is communicated, and explicitly prevented the publication of research that could interfere with private industry.
Turner recounts how, for example, Fisheries and Oceans Canada was unable to complete a risk assessment for Enbridge’s proposed Northern Gateway Pipeline, a failure he describes as a “shocking breach of government responsibility”. Turner questions how government is making decisions on oil pipelines when research bodies are saying they lack the capacity to provide relevant scientific information."
The whole Straight review is really worth your time.

Another good review of the book in NaPo notes that Royal Dutch Shell was recently granted a tarsands expansion despite a poor environmental assessment because "it was in the public interest" :
"And that really is the point we have reached: protecting the environment is no longer deemed to be in the public interest. It takes people like Chris Turner to remind us that questions about environmental policy are not just about protecting the environment: At their heart, they are also about what governments are for. Is the economy (the mantra of the Harper government) supposed to serve the public good, or is the economy a higher good in and of itself?"
Public good? Which public is that?
And whose economy are we really talking about here exactly? 
Harper serves the shareholders of the tar sands. Here they are ....

CSEC data mining Brazil's mining data


Amusing to see both NaPo and the G&M are hosting remarks from former CSIS deputy director Ray Boisvert dismissing the recent Snowden/Greenwald docs which revealed CSEC spied on Brazil's Mines and Energy Ministry
Snowden was present at the Five Eyes conference where the CSEC presentation on their Olympia spying program on Brazil took place.
Boisvert in both papers:
“We were all too busy chasing bad guys who can actually kill people. The idea that we spend a lot of time, or any time at all, on a country like Brazil is pretty low margin stuff, not likely to happen.”
The docs probably only represent "a war gaming exercise", says Boisvert, just “paper exercises” :
 'OK, let’s say our target in counter-terrorism lives in Mali and we have to go up against the Malian telecommunications system.’ They’ll go look at another country and say, ‘OK, well they have a similar network so let’s do a paper exercise and say ‘what do we need?’” he said. “I think that’s all this was.'
Because when you're "busy chasing bad guys who can actually kill people" and stuff, naturally your anti-terrorism war games will entail a cyber-espionage program searching for corporate secrets in a country where 40 of your own country's mining corporations are operating. 

Wouldn't have anything to do with looking for info on Brazil wanting to block a Canadian mining company from opening the largest open pit gold mine in Brazil, would it? Brazilian prosecutors say the company has failed to study the impact on local Indian communities and has advertized on its own website "plans to build a mine twice the size of the project first described in an environmental assessment it gave state officials."

Ok, foreign media. The Guardian, today : 
Canadian spies met with energy firms, documents reveal
The Canadian government agency that allegedly hacked into the Brazilian mining and energy ministry has participated in secret meetings in Ottawa where Canadian security agencies briefed energy corporations.
According to freedom of information documents obtained by the Guardian, the meetings – conducted twice a year since 2005 – involved federal ministries, spy and police agencies, and representatives from scores of companies who obtained high-level security clearance. 
Meetings were officially billed to discuss "threats" to energy infrastructure but also covered "challenges to energy projects from environmental groups", "cyber security initiatives" and "economic and corporate espionage".
The documents – heavily redacted agendas – do not indicate that any international espionage was shared by CSEC officials, but the meetings were an opportunity for government agencies and companies to develop "ongoing trusting relations" that would help them exchange information "off the record", wrote an official from the Natural Resources ministry in 2010.
Thank you, Enbridge, for providing the snacks for the one in May 2013.  
Keith Stewart, an energy policy analyst with Greenpeace Canada, said:
"There seems to be no limit to what the Harper government will do to help their friends in the oil and mining industries. They've muzzled scientists, gutted environmental laws, reneged on our international climate commitments, labelled environmental critics as criminals and traitors, and have now been caught engaging in economic espionage in a friendly country. Canadians, and our allies, have a right to ask who exactly is receiving the gathered intelligence and whose interests are being served."
Good question. And did no Canadian media request these same FOIs?
You know, I think I blogged about government security briefings to energy companies a few years ago - I'll see if I can find it.

Meanwhile, would be interesting to hear Boisvert's explanation as to why the CSEC logo appeared on another NSA doc about intercepting phone calls and emails of ministers and diplomats at the 2009 G20 summit in London
More "paper exercises"? Filling in an empty spot on the page while chasing bad guys? 

And re the recent NSA spying on Brazil PM Dilma Rousseff and the state oil company Petrobras. Did CSEC help out its Five Eyes partner there too?
Back in 1983, CSEC spied on two of Margaret Thatcher's cabinet ministers on behalf of Thatcher and Britain's spy agency GCHQ, so this wouldn't exactly be new territory for CSEC.

Fun fact : The annual report on CSEC produced by its independent watchdog commissioner must first be vetted by CSEC "for national security reasons" before it can be released. [head/desk]

Lockheed Martin : "We never forget who we're working for"

That famous LM motto ... which in the main of course refers to their $47.2 billion client, the US government. 

Not just an arms manufacturer anymore, LM builds spy satellites for the NSA, plus surveillance and information processing for the CIA, the FBI, the IRS, the NSA, the Pentagon, the Postal Service, and the US Census Bureau.

Lockheed Martin - counting some people, blowing other people up.

Rather infamously up here in Canada, Lockheed Martin developed and supplied the data-analyzing software to Statistics Canada that scanned the 2006 census forms using “optic recognition” software and helped rework the program for the 2011 count - sparking fears that famous motto meant census info about Canadians would be funnelled to their biggest client via the Patriot Act.


Today, 89-year-old WW2 war veteran and peace activist Audrey Tobias is in court for refusing to fill in her 2006 and 2011 censusIf convicted, Tobias will refuse to accept a fine or community service on the grounds that either would be an admission of guilt. It's jail for her or nothing. 
Her refusal is based on her dislike of LM and their cluster bombs :
“Giving it to a foreign military company sends a message to the Canadian people from our prime minister and cabinet that he supports military solutions. I didn’t like that,” she said.
She doesn't care about the possible invasion of her privacy by the NSA via Lockheed Martin but her lawyer will.

"American officials are pressuring the federal government to supply them with more information on Canadians, says an influential analyst on Canada-U.S. relations."Not only about routine individuals, but also about people that you may be looking at for reasons, but there's no indictment and there's no charge," Christopher Sands of the Hudson Institute told a security intelligence conference."
Back in 2006, President of Lockheed Martin’s Americas Region and former Pentagon advisor to Dick Cheney, Ron Covais, was succinct on the subject of integrating corporations like his into the US and Canadian governments :
"We've decided not to recommend any things that would require legislative changes," says Covais. "Because we won't get anywhere."
A LM presser on its relationship to Canada refers to "the development of a North American defense industrial base" :
"Beyond our defence partnerships, Lockheed Martin Corporation stands ready to continue and grow our support to Canada's Census, health care management, information technology, as well as infrastructure and border security to ensure the safe, secure and efficient transit of people, goods and services between Canada and the US."
Health care management? Yeah, they do that too. 

And didn't you guys just get hacked by China a couple of years ago?

In 2010, Tony Clement announced he would "introduce legislation this fall to remove threats of jail time for persons refusing to fill out the census and all mandatory surveys administered by the federal government." But then he didn't.

Fun juxtaposition  : The witness for the Crown against Tobias -Yves Beland, operations director at Statistics Canada - says he has never heard of Edward Snowden and testified that all Canadian census data is completely safe from Lockheed Martin.

Only in Canada, you say?

DAMMIT JANET! has a post up about a fetus fetish twit-a-thon going down tomorrow targeting Canadian legislators in four provinces to #defundabortion.
